Instructions:
  1. Clean and wash the fish fillets, then cut them into small pieces.

  3. In a mixing bowl, combine the ground fish, tapioca starch, minced garlic, salt, sugar, pepper, baking powder, and egg. Mix well until the dough is smooth and elastic.
